Tracy Pham
Director of Operations & Compliance
Tracy Pham is a licensed Esthetician and Manicurist with a strong background in business operations, human resources, and regulatory compliance within the beauty and education sectors.
Tracy began her journey in the beauty industry working at her mother’s nail salon while attending college. She later earned her Bachelor’s degree in Business Administration with a concentration in Human Resources and Compliance from California State University, Fullerton.
Following graduation, Tracy served as a Manager at an outpatient surgery center, where she developed extensive knowledge of HIPAA compliance and healthcare operations. After starting her family, she worked as an adjudicator for the Employment Development Department, gaining valuable experience in state regulations and workforce policies.
Tracy later joined Lexor Inc, a salon equipment manufacturer, as Human Resources Manager. In this role, she worked closely with regulatory agencies including Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT), and the U.S. Department of Labor, ensuring organizational compliance and operational excellence.
After nearly a decade in human resources leadership, Tracy transitioned into educational compliance, where she gained extensive experience working with the California Board of Barbering and Cosmetology (BBC), the Bureau for Private Postsecondary Education (BPPE), and National Accrediting Commission of Career Arts and Sciences (NACCAS).
Under Tracy’s compliance leadership, her husband pioneered the Time Clocker system, a school management platform now utilized by beauty schools throughout the local community. After five years serving as Compliance Director, Tracy continues to lead as both Compliance Director and Director of Operations at Cosmo Beauty College.
Tracy is committed to operational excellence and continuous improvement. She is passionate about supporting her team and students, streamlining processes, and implementing innovative solutions that promote efficiency and long-term success. She believes in working smarter—not harder—and takes pride in sharing her knowledge and expertise with others.
